You need to score 95 to be best qualified and referred. Basically you need to be an expert on every question or they HR won't even look at your resume.

Yes, you need to reword your resume to make sure it touches on the specific qualifications/skills listed. You can't assume someone can infer that if you do X in your job, you must be qualified for Y, or that it is pretty much the same as Y. You have to spell it out. And use exact terms. If it says 'experience in oral health' don't say 'teeth,mouth,gums'. Say 'oral'.
In addition, you have to answer the questions the app asks properly. If you aren't saying you are an expert in virtually all of the questions, you aren't likely to be marked qualified. You need to take a broad view, and don't read too much into the idea of "I'm an expert and others come to me for advice". Just think of it as a 5-point scale of experience, and if you have done it, you are experienced.

I applied for a vacancy through USAjobs and received a message indicating that I was not qualified (forgot the exact term they used) for the position and that my application would not be forwarded on. I had the appropriate qualifications and I have previously worked for that agency in another office performing some of the main functions for the job I applied for.

Should I re-word the bullets on my resume using the buzz words as the ones on the annoucements, if those buss words apply and are pertinent/consistent with my previous responsibilities, of course?
