Ummm Costco is delish??? Olive Costco cakes, and I have 10 gourmet bakeries around me in DC.

OP, it sounds like you're having a party at a gymboree-type place. Let the activity be the focus of the party.Don't over-think this one. Find the grocery store that is most convenient to you and pick up a cake. Be done.
I've bought both Safeway and Harris Teeter. No complaints about either.

There's a Wegmans in Prince George County. Where are you located?

Safeway and Harris Teeter are also good. Whole Foods is awful.

Wegmans. I like chocolate cake with the white icing. Even my DH who doesn't love cake really likes Wegmans cakes.

For the first time, I have to buy a birthday cake instead of make it (venue rules say no homemade food). It doesnt have to be fancy -- the kids arent exactly gourmands -- but I want it to be as good as possible for a reasonable price. What grocery store or similar type place has the best cakes?
