I agree that she might do something crazy to try and get Walt back, but she is absolutely not the one who planted the tracker. She knows where to find Walt - at the carwash. She knows he's not cooking anymore, and there's really no need for her to track him. It would serve no purpose.
Hank, on the other hand, doesn't know that Walt has stopped cooking. He's trying to gain information about Walt's activities and where he goes. When Walt confronts him with the tracker, which is "just like" the kind Hank used previously on Gus Fring, Hank closes the garage door because he knows the jig is up and that each know that the other one knows what's going on. Hank is the one who planted the tracker.
