I'm presuming you mean a lawfirm, so go to the VSB website for networking to find relevant bar rules of conduct, then to the SBA office for regulations and statutes.

What do you consider a "firm"? And, you have to be more specific. Your questions are vague. I'm assuming you're talking about an LLC.

This isn't specific to VA, but when DH started his own firm he rented an office within an office suite where several other attorneys have one to three member firms. There are maybe 10 attorneys and 5-6 support staff. His rent includes conference rooms, receptionist, Internet, copier, kitchen, etc. at a reasonable rate. But it's also good for networking and just to not feel isolated.
