No, H&R Block and Jackson Hewitt folks are NOT CPAs. I've known a couple people who have worked for both seasonally and they have no financial or accounting background. They are just educated people who are taught how to use the H&R or JH software. It's like a private version of Turbotax.
I am a personal friend of Barbara Ames of Barkanic and Ames (
http://www.barkanicandames.com) and although I normally do my own taxes, two years I had extra complications and we used her for those years and she did an excellent job sorting out the complications. I only include my friendship with her for full disclosure. They charged us a flat fee for the taxes, so you didn't get charged hourly rates, even for the more complicated scenario.
