This type of govt job is available to non-lawyers, but the salary is significantly lower - such that the flexibility isn't outweighed by the pay.
I have similar (if not slightly better) benefits and salary, work from home 100% on a flexible schedule, and didn't have to go to law school or work in Biglaw.

I work in a tech field at a university. OP, unless you actually like the WORK you'd do as a lawyer, don't go into the field. You can get similar pay and flexibility through other careers.
