He needs daily walks not only for this reason, but in general. A fenced yard does not mean that you don't need to walk him.
When you are indoors with him, keep him on a leash with you, and follow standard operating procedure for (re)housetraining him - frequent outings, praise when he does, etc.
Also, clean up his messes with a pet-waste specific product so that the smell doesn't serve as a green light for him to go there again.
