It's one of many pejoratives rejected guys and/or judgmental women use against other women. Only in romantic comedies could the homely guy comedians in movies today get beautiful women.

In America, it means plain, possibly ugly, and not exciting looking.
In Indian English (in India), it describes someone who is a homebody - you could be a beautiful, homely girl.

My mother always used to use this word to describe. Is it a word like "tacky" that is only defined bt your personal tastes (ex. the "tacky" thread). I have heard moms at the park refer to kids as "homely" looking. What does that mean?
