Black's in Bethesda is a great seafood restaurant, but not that small and cozy.

How about Old Angler's Inn? Not exclusively seafood, but fits the cozy and romantic bill.

Agreed and they have a chocolate peanut butter cake on the menu that is worth every calorie.

Not small, but I really like the menu/food at Kellari.
