I'm in the tech industry. It's more the smaller banks you have to worry about. Capital One is so big that they have an army of IT security people checking things out, and they probably even have some people staffed on-site 24/7 in case a breach happens over the weekend.
Now think of a smaller bank like Eagle or Cardinal. Their entire IT department is probably just 10 people. They just don't have the resources or expertise to make sure their stuff is rock-solid.
This isn't a slam against smaller banks -- they're great for other reasons. Just when it comes to IT security, sometimes being bigger is indeed better.
