Ace Hardware in Old Town Alexandria has free color consultant on Saturdays and Sundays. I brought in pictures and described my situation and she was very helpful.

Strosnider in Potomac has a free color consultants. Ask the store ahead, as the consultant only comes on certain days.

You get what you pay for, in my opinion.
I think $100 is low for a thorough color consultation with a follow-up. In reality, you need to test paints before making an ultimate decision and if you're going to pay someone, you may as well have them follow through with you on the whole process so that the results are as good as they can be.

lighting also dramatically changes color, it's much better to have someone come see the space. Best $ we spent

I'd use Houzz and do it yourself based on pictures. Or try Potomac Paint.
