Lady w brown frizzy hair wearing white capri pants: you had 2 dogs on leashes, you were pushing a baby stroller. Stopped to let 1 of the dogs crap on the pretty, well maintained plants in front of Tippys Taco at Rockville Square just now. After the dog did its gigantic business, who knew susch a small do could do so much (?), you then waited a while pretending to admire the baby, then boldly walked on without picking up after the dog eve though you clearly had bags with you. I guess you expect others to clean that up.
