Humidity is everything.
But if it is dry, I dislike anything over 110.
If humid, anything over 85
Perfect: 55 to 70
Too cold: teens

Above 90: Hot
85-90: Just a wee bit too warm
80-85: Perfect
75-80: Pleasant
70-75: Chilly
Below 70: Dear God, why is it so cold???

Scorching: Above 90F
Hot: 80F to 90F
Warm: 70F to 80F
Cool: 50F to 70F
Cold: 32F to 50F
Bitter: Below 32F
Like a PP said, though, it really depends on the humidity (for heat) and the wind chill (for cold). My perfect temp is about 75, low humidity.

Really depend on humidity because it makes hot temps hotter and cold ones colder. Generally I consider 80 to be the upper temp before I start whining about heat. I prefer cooler temps. 40-75 are pleasant to me.

Bitter 40 or below
In DC
Scorching 85
Hot 80
Warm 75
Cool 55
Bitter 35
Fwiw I grew up in a place that is 72 without humidity year around. Miss it

I'm always amazed how warm 60 can feel on a sunny day.

Cold: 10 to 32
Bitter: under 10
This assumes normal humidity for heat and normal wind for cold. Too much of either and I hate it.
