There are too many variables to answer. Throw in Veteran preference rules, and Schedule A disabled applicants and it is just too hard to say. Bottom line though is that there is likely to be no minimum interview requirement. To the extent that there is a minimum interview requirement, it is based on internal procedures that are a condition of OPM granting the agency the authority to conduct their own competitive hiring process. Search your agency's internet for "Delegated examining authority." If you are not a current employe and really really need to know, submit a FOIA request.
