There are too many variables to answer. Throw in Veteran preference rules, and Schedule A disabled applicants and it is just too hard to say. Bottom line though is that there is likely to be no minimum interview requirement. To the extent that there is a minimum interview requirement, it is based on internal procedures that are a condition of OPM granting the agency the authority to conduct their own competitive hiring process. Search your agency's internet for "Delegated examining authority." If you are not a current employe and really really need to know, submit a FOIA request.

The answer to this question is very fact-specific.

If the position is in the excepted service, they do not have to interview anyone. If the position is in the competitive service, agencies can still hire without conducting any interviews whatsoever, if it for a mass vacancy etc. If the agencies own internal hiring "DEU" plan requires a certain amount of interviews, that minimum must be met in order to a void committing a prohibited personnel practice.

It's not always a foregone conclusion. My sister lost a promised promotion because the hiring panel decided another candidate was better.

How many people must an office interview? Seems like such a waste of time to require additional interviews/get people's hopes up, etc.

If a federal job has been created for a particular individual (i.e., if the office already has a candidate in mind/has pre-selected someone), is the office required to interview other people on the cert list? Or, assuming the person is in the top 3, can the office just hire without interviewing additional candidates?
