What I find works ok for me (generally a 36DD), is wearing 2 reasonable sports bras. It might sound silly, but it tends to keep things comfortable and in place. It works for me, and I'm ok with wearing 2 decent sports bras, rather than one industrial strength one.
But yeah, sports bras at the usual - target, gap, old navy, are far too loose around and over the shoulders, with inadequate cup support.
I get it, I am cheap too. I buy my regular underwear and socks from target. But sports bras - I buy moving comfort. Sometimes I can find them for 40. On the upside, I have several that just finally gave out after 5 years of abuse (as in, I just had 2 or 3, worked out five days a week and kept washing and washing). THey are a terrific investment and are well made. You won't regret getting three. Lots of people do the double sports bras thing, but try getting just one that really fits your body. (FYI, I am a 38DD and I do a lot of high impact stuff - running, plyometrics, zumba...I weight train too but don't find the support to be *as* crucial for that kind of activity)
