Rasika, hands down. I think it's cheaper than Zaytina.

Something else to consider looking at is Ris. I've never been, but always wanted to try it.

What about Birch and Barley? I personally love it for special occasions. Their desserts are AMAZING and service is fantastic. Menu is seasonal, so I have no idea what they serving these days. It's been a while. They have good non-alcoholic drinks, too, which your DD might appreciate (for example, the bartender made me FRESH blueberry lemonade while I watched, and it was delicious)

Rasika can get pricey in a hurry.

I tried Rasika West recently and liked it even better than the original. It seemed like the menu had more options. Lots of small plates to share.

If you like Japanese, this place is kind of new and has gotten good reviews. Very small so call and check availability.

This is for my own b-day (can't depend on DH to organize...sigh)

I would like something in DC (we live in SS) that is eclectic and fun, maybe ethnic? Not like BlackSalt or the like (nothing against that per se, just not so pricey/fancy).

Not to loud and not too much of a "bar" atmosphere (15 year old DD is coming as well). Also, I eat meat but don't love it so no BBQ type places.

Any ideas?
