When our kids were little our rule was always to be out of any restaurant with atmosphere by 6:30 p.m. and to leave quickly if anyone was really acting up. We figured that anyone eating early would pretty much expect that there could be young kids. That way our kids earned to behave in nice restaurants and we didn't feel we were encroaching on the "rights" of others.

Haven't been to Bethesda one, but Crystal City Jaleo is very kid-friendly. Outside tables & I asked for plain fruit plate for toddler & they were very accomodating. It's one of my go-to places with visitors because it's so kid-friendly.

We've taken our kids to Jaleo in Bethesda with the younger one as early as around 6 months.

Yes. Jaleo is pretty noisy anyway. Another to try is Brickside Grill also in Bethesda. DW and I were there a few Fridays ago, and it draws a big happy hour after-work crowd = noisy. A couple had their little one there and we didn't even notice until we saw him on the way out. This was at 7pm.

They have some outside tables too, which I always think works well with little ones (and I'd say pretty much anywhere in Bethesda at 5 pm would be ok)
