why do you feel its important to see the president OP (and i assume you mean any president and not just obama)?
like a PP said, you have better luck getting a meeting with your congressman or even local elected official. i suggest you try that and maybe if you impress your elected officials, you may one day meet the president if that official thinks of you to attend an event.
30 years in the federal government doesnt equal access to the president. are you 10 years old?

Even better than the access celebs have is the special treatment they receive - particularly Jay-Z and Bey. Authorization to visit Cuba for their anniversary, really?? Like any commoner would be granted such authorization. Please.

It amazes me that any celebrity (including those who are not US Citizens) can get a meeting at the White House with the President or a meeting with any Congressman. I on the other hand have worked for the Federal government for over 30 years and I can only imagine the reaction I would get if I asked for a meeting with Obama....
