I would call OSSE and tell them what you have. What I'm sure they don't want is people to approach kids and ask them their names. Believe me, I've been tempted, but know that is totally inappropriate. Explain that you know the grade and class of the student and provide the license no. Let them take it from there. Or, you could tell the school. They'll be better able to identify any potential cheaters. The child who is attending the school is not the offender. It's their parents' fault and it's our duty to report residency fraud, while preserving the dignity of the children forced in to cheating.

Thanks for posting this. Today I saw parent(s) pick up students from school with a car with MD plates. Of course, I know that may not mean anything- mcould be many explanations. However, I would like to make sure given. I know the grade, class of one student. I also copied down the license plate #. Any suggestions about how to proceed getting additional info?

I know that others may disagree with reporting non residents but I feel bad for all the kids on the waitlists who would love a chance to get into this charter.

Who is on the review committee? Not names of course. Attorney General's office? Benefit fraud? DMV? CFO?

They need people with experience in investigations who won't be unduly influenced by a school's reputation.

Anyone from DME, OSSE, DCPS and charter board has an innate conflict of interest, IMO. More students, more funding. They all get points for increasing enrollment. Why would any of them be in a hurry to lower numbers? They're counting on PP's child, and all the others waiting, to enroll somewhere in DC while things get "investigated" and "informal" meetings happen.

Maybe complaints about the same school could be batched together now. The principals with the highest numbers have an "informal" meeting with Abigail Smith and the AG. Give the school 3 weeks to clean house, with immunity for registrars who blow the whistle on higher ups.

Tax dollars should be spent on creating a culture of accountability and self-policing by schools. Chasing after babysitters with MD tags or play dates at grandma's house is a waste of time and money.

Our sought-after school's principal went on the offense a couple of years ago. It might have been a bit personal as the principal lives in DC. The tags by the curb are definitely more DC than before. There are probably still cheats, but they have to work a lot harder now that the message is very clear from the top down.

Parents have enough to deal with just putting our kids in DC schools. Why should we have to pay for "contractors" and lawyers if school administrators aren't doing their jobs?

Unfortunately - this will not help you for getting a spot for 2014. The process takes a long time.

But if people know that DC was taking it seriously, the threat of getting found might be enough to defer a few from enrolling as the consequences are high.

DC Public Charter School Board process for conducting residency fraud

I. Allegation submitted to PCSB via Residency Fraud link or OSSE (tip line)
II. Review Committee reviews the allegation
III. Case is submitted to contracted investigator to conduct investigation
IV. Investigator provides findings to review committee
V. Review Committeereviews the findings, then submits a notice to parent’s and the LEA
VI. Informal meeting is held if a parent chooses to contest the findings
VII. The review committee will meet to go over the results of the informal meetingVIII. Final results from review committee are submitted to Parent’s LEA’s, and OSSE, should further hearings be warranted.

BTW you could always use the hotline or email. The form ask for your name but you can put DC resident or something like that. They will investigate even if you do not include your name.
