A&H in Bethesda has excellent, and often hard to find, fish with the best prices around. Nice folks too.

Another vote for Black Salt. It's the only place I've found that has reliably fresh, sustainable fish. Whole Foods fish is a joke - 1/2 the time it's mislabeled.

There was an article on Washingtonian on this topic. The local chefs buy fish from Whole Foods for their home cooking, not the fish market. It is all about how long it takes to get the fish from catch to store.
