This was certainly not the case last year, with the new math standards for the SOL.
Not really it just brings it closer to the former rule. A few years ago students had to pass the 8th grade SOL and the state made them move it to the 7th grade SOL. If a student is ready for Algebra he should be able to pass the SOL that comes two years prior to Algebra. If a student does well (>91 percentile on IAAT) and doesn't do well on the 7th grade SOL, then perhaps his/her preparation was sloppy and he/she needs more reinforcement.
