No, more the black community. I've found that when I ask for them, they have them. I don't always see them on the shelves. I remember my mom asking me to get some and I was so embarrassed. I asked for pig fat and the guy was like "ham hocks?" I live in NW and used to live in CC, MD. Most grocery stores have them.

Any grocery store in DC, MD, VA has them. Also, there is a port butcher called Three Little Pigs on Georgia Avenue, NW. The place is awesome.

In general I'd say you'll find them in stores that carry a good selection of Latino food. I've brought them at Shoppers on Nicholson Lane in Rockville and the Giant in Wheaton on University (just before Veirs Mill).
