Yes, you are risking your and other kids health. This is common sense to keep your child home and not expose anyone to this. You are the dummy for even asking this. Just like with any illness, keep your kid home till it clears up.

Yes, daycare specific. It's a dumb policy, because pinkeye can be viral, from allergies etc. But that's their policy.

This was from my doctor, not my work. The doctor was in Maryland. She specifically told me not to go back to work until it had cleared up. Didn't matter what the school's policy was once she said that I had to comply (or lie).
