Two issues:

1. Flexible hose is inferior to rigid venting, prone to clogging. I would suggest replacing with rigid ASAP.

2. Dryer vents should be cleaned annually. I know most people don't really do this, but excess lint does form and it is one of the most common fire hazards. Attach a small hose to a shop vac, or get a brush from HD specifically made for this purpose.

Easy DIY - just replace the duct. Less than $10. Or, just shop vac if the hose is not very long.

Ask your tenant if the exterior of the dryer is hot to the touch. If so, the vent is clogged. At this time of year, mother birds like to build nests in warm, secure locations, and dryer vents do very well

Get it cleaned, it's a fire hazard.

My tenants said the hose leading out from the dryer has been "crackling" lately. It's one of those flexible metal/foil hoses and goes straight out the window. Total run is about 6 feet. Is that a sign of the vent hose being clogged? Never heard of this situation before.
