It's Guidestar. The budgets, etc are accurate there, but their rating system is crap.

I've seen people talk about it on DCUM. You can access publicly available information all in one place, about a given non-profit's operating budget, mission, # of staff, address, etc. This would need to be free -- I'm an individual and cannot pay a licensing fee.
