I'm currently looking in Nova and can assure you that you won't get anything nearly that good for your budget, sadly. I'm looking in the same price range and it's bleak. Sadly Silver Spring would be a 1 hour+ commute for me so it's not really an option.
Flower is a very, very busy street. The Hamilton Ave one is very close to an excellent elementary school.

No idea at all why Nova would work since you're both pretty deep into Maryland.
I'd look at somewhere in Silver Spring; either something zoning to Blair or maybe Einstein HS.

Don't know why you would consider NOVA with those commutes, but I guess it's good to be open to different things.
I concur with the Silver Spring suggestions - MoCo schools, central location to your commutes, and good access to the rest of the area. In your budget I would suggest North Four Corners specifically and the 20901 zip in general.

I'm thinking either Olney by Sherwood High School, parts of Silver Spring (I hear a lot of good feedback about the Woodmoor area on DCUMs but check the school fact sheets), or if you do NoVA, try Pimmit Hills.
Of these three options, Olney might be the best happy medium of schools and commute for DH. I think the ICC would take DH pretty far east and then he could hit the beltway, or he could take the backroads to Suitland like my mother used to.
