There are existing Centers and Local Level IV programs that do not currently meet these criteria.

With a min. of 50 students at each center per grade and 15 students at each LLIV program per grade, wouldn't they still need at least 1900 students qualifying for AAP this year to keep all the programs running?

I am not aware of those statistics but I can offer our own experience. My DC just missed the pool last year and I parent-referred because the scores would have been high enough to make the pool in past years and I felt that the child's anxiety may have resulted in lower scores. DC didn't get in level IV due to a low GRBS but was still offered level III services at our base school for this year. DC has high DRA scores and tests well in math.

approximately 67% of the in-pool kids
approximately 52% of all kids screened.

About 2/3 of the 2nd grade pool have historically been found Center eligible. Not sure if/how that will apply to this year with the new CogAT.

If only 60% from the pool are in, that is really low.

I believe 60% of the kids that are accepted are in pool and 40% are from self referral. The 60% of the total does not equal 60% of the pool. Ie, there is no maximum number that the county accepts.

No. Every child deemed eligible will get a spot.

60% ? I think that is really low. I was expecting around 80%. It does make sense to me that they drop 40% of "qualified" kids.
