The directionality of the street goes by the clock, period. I don't see any road signs that said "No left turn 7-9:30 am, except for when the federal government is two hours late, in which case it will be no left turn from 9-11:30 am." What about non-parents who happened to be driving down the street? Would you be angry at them, too, for not knowing what was going on? Obviously a parent should know better, but legally he was within his rights to drive the other way, if we're understanding correctly.
