You don't need extra time to get to work. However, some people may decide to telework only after attempting to go to work at the 10 a.m. start time and realizing the roads are too treacherous. They are entitled to the delayed start time.

There was another long debate on this earlier. Some offices have different policy for workers who are not regularly scheduled to telework. People can only officially telework after the office opens. This is the union agreement. If you were scheduled to telework, then you must work the whole day. There is no OPM wide standard.

I just took supervisor/telework training. Technically, if you're teleworking you should start at your normal time. Supervisors have leeway in applying it though. Things like child care, power outrages, etc. can keep you from teleworking. Seems like most bosses don't enforce the policy, instead relying on workers to be responsible . Of course I think this translates to people not working when they really could be.

If you telework, you're not allowed to take any admin leave for a delayed openng.

And my agency just announced that if you're approved for telework, you will no longer be allowed to get admin leave for snow days, even if you have no childcare. If you can telework, you must.

I am a federal employee (on my lunch break!) and I chose to avail myself of the opportunity to telework today -- but I started my day 7:30 and will put in a full 8 hours.
