Nah, different skill set and grade level. Those that are not working at capacity are different skill sets than what I need.

Nah, either you have it or you don't in this field. What makes it even more ridiculous is that I only have enough work for 50 percent of the people in the department. Thanks for the tip about the OSC, I will keep it in my back pocket.


In your OP you state that you really need another person to help lighten the load. If the rest of your staff are only 50% occupied, why do you need another person? Just re-assign the work.

No. As a previous poster said, in the government, this is actually illegal. Call OSC (Office of Special Counsel) and ask to speak with someone there.

Know someone who should be retired from a govt job but is hanging on until DC can join the organization. Said person does the bare minimum and kicks back most of the time at work.

Who is forcing you too? If its the owner of the company, then you just need to accept it, those are the breaks. If it is someone else can you talk to hr about their lack of qualifications?
