Consider that each county is two counties in one. Even within each area though there exceptions (Lake Ridge is a nice part of Eastern PWC, which is generally not so nice, Sterling Park is a not nice part of Eastern Loudoun, which is generally nice, etc.)

Safety (top to bottom):
Western Loudoun/Northern Fauquier
Eastern Loudoun/Western PWC/Southern Fauquier
Eastern PWC

Schools (top to bottom):
Western Loudoun
Eastern Loudoun
Western PWC
Southern Fauquier
Northern Fauquier
Eastern PWC

Traffic (good to bad):
Northern Fauquier
Western Loudoun
Southern Fauquier
Eastern Loudoun (you can always go 267 and buy your way out of things)
Western PWC (66)
Eastern PWC (it's what happens when you have 95, 1, and drivers looking to avoid both)

With that said, most of these counties only have terrible terrible traffic during rush hour. On weekends and non-rush periods, you can get around fairly easily. The closer in you get the more likely you'll have almost no respite except between 11pm and 5am.

Western Loudoun for sure. Eastern Loudoun is cookie cutter territory with horrible traffic.

I'd choose Loudoun. Don't like Prince William. Fauquier seems too far out. Eastern Loudoun county has good schools.

DH travels between many of the counties in Virginia on a regular, daily basis. I work from home right now. We are concerned about schools. We don't have a preference for townhome over single family. If you had to rank each area based on safety, schools, and roads/traffic. Which would fall where on the list?
