Perhaps they couldn't arrange it due to other's schedules, and someone will mention that during the interview process. If nothing else, it will tell you something about how they view people at the company.

I don't think it's arrogant. It's a little unusual--I've certainly never had that happen. Perhaps you're interviewing at much lower levels within organizations?

Invite them to lunch and explain you'd like to hear about their perspective on the culture/advancement opportunities/etc. You'll get the party line from HR and your interviewers, but this might give you other helpful info.
