19:36, those are pretty much my only criteria at this point. Still, because of where we live at the moment, any semi-decent school is going to be a bit of a pain to get to (I don't own a car). I can't afford to move us right now either. It'd be wonderful to have him in a school where I felt welcome too, but I'm not going to hope for too much. I'll settle for a school that's within 30min by Metro/bus with a short walk and decent aftercare.

Just remember that your child isn't as movable commodity as college students are. And what schools they attend at age 3 determines a much, much smaller "slice" of their life yet to come. So maybe it's time to throw some other criteria into your mix, such as: minimize parental anxiety (one of the most important determinant's of a child's happiness in school btw), ease of getting to and from school, time you have left with your child at the end of the day and on weekends, when even more important things happen than school, at that age anyway. I'm not happy with where my son is at for PK3 and DREADING starting this whole process again for PK4.
No point really, just not looking forward to diving in to trying to choose, and apply to a ridiculous number of schools, and hope for weeks for a good opening, then wait and hope for months to see if waitlists move, and wonder if I'm making the best decision, again. It feels like applying to college. At least then it was only my life I was screwing with, now, it's my kid's life too. I know that PK won't make or break him long term, but it has a huge effect on our day-to-day life and I would love to have next year be better than this year.
It's ridiculous. I'm exhausted and haven't even started yet.
