My firm does this, yes. In fact, we have often decided not to move forward with offers after talking to three references. Be careful who you choose and make sure they really have your back. Also, they will want at least one supervisor so if it can't be from your current job, get one from a past position.

Yes, it is typical. Many recruiters these days are asking for references even before they start setting up interviews with their clients. One recruiting firm even asked me to sign the background check consent - even prior to sharing information about the job opportunities. I didn't bother to meet with that recruiter, but they are a large firm and apparently other job seekers sign such consent forms.

I've printed out my impressive performance reviews and share them with the recruiters and employers, so they don't even call my references after reading reviews.

I also read a book recently where the author suggests videotaping your referrals saying good things about you and uploading such videos to the web. That way you can just share the links with anyone interested.

It's normal for them to contact references before making an offer, but not to contact your current supervisor. I would give then the go ahead on past ones.
