There are/used to be some coffee shops that do that, but I can't think of any restaurants. I was also thinking of Cafe Deluxe (they have paper tablecloths and will give you crayons to draw on them).
Or maybe, one of the tex-mex places with a tortilla maker the kids can watch (and usually get some dough to play with) like Uncle Julios or Guapos.
