They do. It is insane.
When we lived there, every restaurant had that warning "consuming food prepared in this restaurant will increase your risk of certain cancers". Fabric stores had warnings on every display that warned that "Fabric is made in factories with chemicals that may cause cancer. Using fabric may increase your risk for certain types of cancers." Same thing for craft stores. Hardware stores. Grocery stores. Etc. Party stores had signs that said "It is illegal to purchase mylar balloons without an attached weight in the State of California due to the risk this might cause to the environment" My kid's class kept a running list of the stupid warnings they found when out and about.
Relax. You can't take it too seriously if the warning came out of California. Life is not worth living if everything you do is wrapped up in a warning label.
Just wash your hands. It will be fine.
