If you want quality wine - Calvert Woodley, Macarthur Wines. They know their stuff and have much better selections. Total Wine is good too but be careful - they have a lot of their own exclusive brands (you won't know it) that they push if you ask for advice. Many of them are really bad. It's a great place if you know exactly what you want but in my extensive experience buying there, the wines they suggest are often less than impressive. They do have a great beer selection as well.
For those in the MD burbs, Fine Wine up in the Rio shopping center in Gaithersburg is nice. Very knowledgable couple own it and carry some really nice boutique wines they buy directly from wineries that they know well.
I don't know, I've been able to find some really good wines at World Market. Granted, I'm not spending $30/bottle, but if you want a good $10-15 bottle, World Market offers some great deals.
Also, OP, Trader Joe's is a good place for wine, too.
It really depends on your budget and how snobby you and guests are are about wine!
I'm the PP you quoted. 10.00 - 15.00 per bottle is cheap wine. I'm not a wine snob - that's my budget for daily wine drinking. For Thanksgiving, I'm opening $50.00 bottles. So I guess it depends on what kind of wine drinker you are.

Out of Site Wines in Vienna. Ask specifically for wines in your price range.

Personally, I don't think you can go wrong with a small, local wine store. We're in Arlington and our two favorite are Arrowine in the Lee Heights shops and Unwined in the Bradlee Center on King St in Alexandria.
I've gotten wines as low as $8-10/bottle and they both have wines upwards of $75/bottle and probably more. It's easy to walk in, give a general idea of what you're looking for and a price range and they'll do the rest for you. The owners of both stores are phenomenal and their staffs are knowledgeable and helpful. Arrowine also has a huge selection of beers, cheese and gourmet items.
(Not a paid advertiser, just someone who has given way too much money to both stores over the years!!!)

If there's a Total Wine near you, that's your place.
In the District, Ace Beverage (Foxhall), MacArthur Wines (MacArthur/Palisades), and Calvert Woodley (in the Van Ness neighborhood, oddly not near Calvert or Woodley) are great go-to spots.
