If you want quality wine - Calvert Woodley, Macarthur Wines. They know their stuff and have much better selections. Total Wine is good too but be careful - they have a lot of their own exclusive brands (you won't know it) that they push if you ask for advice. Many of them are really bad. It's a great place if you know exactly what you want but in my extensive experience buying there, the wines they suggest are often less than impressive. They do have a great beer selection as well.
For those in the MD burbs, Fine Wine up in the Rio shopping center in Gaithersburg is nice. Very knowledgable couple own it and carry some really nice boutique wines they buy directly from wineries that they know well.
I don't know, I've been able to find some really good wines at World Market. Granted, I'm not spending $30/bottle, but if you want a good $10-15 bottle, World Market offers some great deals.
Also, OP, Trader Joe's is a good place for wine, too.
It really depends on your budget and how snobby you and guests are are about wine!
