I was just at Little Lords and Ladies over the weekend and found it to be well organized. Another is Kid 2 Kid in Centreville, not too far off 28 near the intersection of Rte 29 & I-66.

There's Small Change at Lake Anne shopping center. If you go at the end of the season, they have 50% off sales.
