You may be right. I grew up in another state where they did it by county, and figured in the case of Sandy some counties may be badly affected and others not at all. Would they move trick-or-treating for the whole state if so?
Are you guys being serious? I can't tell if you're joking. I've never heard of this. In NYC, if it rains halloween, trick or treating was skipped and you just ate whatever your parents were going to hand out. Unless you lived in a building, then you were good either way.
