Black Market, though, in Garrett Park, might be just the thing. Quiet, homey, roomy, great food, very accommodating staff. Haven't seen a lot of fish/seafood there, but it's got all the other elements.
We find it to be the perfect balance--nice enough for a special occasion, but homey, casual, and affordable enough that you don't have to go way out of your way dress- or price-wise.
It does get crowded on weekends. Half their tables are reservations and half are walk-in, and it does develop a pretty long waitlist. You probably want to call ahead and get one of the reservations.
I recall Black Market Bistro as being a very crowded room(s).

I was also going to suggest Tower Oaks. Chef Geoff's is also open now on Rockville Pike and takes reservations.

My first thought is Positano in Bethesda. We went there with my mother when she was in her wheelchair a LOT. The main dining room when you walk in is crowded and has levels but there is another one to the left that is always less crowded and more spacious.

We just took my mom to Vieux Logis in Bethesda for her 80th, but that might be tight for a wheelchair. The following weekend, DH and I went to Normandie Farms in Potomac for our anniversary, and it had a very similar menu, and it was pretty "open" for a wheelchair to move around. There are stairs, and I didn't look for ramps, but it might fit your needs.

Black Salt specializes in fish. It's in the Palisades on Macarthur Blvd. I would call them to make sure that they are wheel chair accessible. An early dinner would probably be better b/c it can get crowded.

A weekend in November for four adults, one child. My father's eightieth. The child uses a wheelchair so I don't want tables that are really close together or a lot of stairs. Good food and expensive is okay but still okay to bring a child. Good fish would be a plus. Not too loud. Relaxed and homey a plus.
