As long as he doesn't represent someone in District business, I don't see the conflict.
It's pretty common for elected officials at city/county level to have jobs, but they have to scale back hours so that they have enough time to fulfill their duties. Law is good for that.
Also Jack Evans didn't get elected until 38, so he could have saved up quite a bit over 20 years with an MBA and a law degree.
