Having a Swiss bank account does NOT make somebody a tax cheat. People move money offshore for legal reasons - just like people form LLCs. It's the same idea.

Failure to report income and pay your taxes makes you a tax cheat (assuming it was intentional).

The Secretary of the Treasury didn't pay his taxes - and I highly doubt he had a Swiss bank account.

For four years, we have been debating the issue of tax fairness. Who pays taxes, who doesn't? Do wealthy people pay their fair share? Do poor people do enough? If we need to increase taxes, is it fair to do so to the wealthiest members of society? What is the effective tax rate of the rich vs. the midddle class. Is Obama engaging in class warfare? In a race where tax fairness is an issue, it matters greatly whether the candidate is a former tax cheat. If it is true, it would sink him. And not for unfair reasons.

That question would be distraction for the American people.

Of course, given his prevarication, spinning, and serial changes of position, you will then get a long winded and vague, misleading answer all about what "take advantage" means.
