I believe that we wouldn't have any of these issues if we didn't have an income tax but a consumption tax.

PP, they are still off because their incomes are so low that they don't qualify to pay taxes. Many folks who don't pay taxes cycle off when their incomes increase. Reagan started this back in the day - Ronald Reagan.

Obviously this is much more complicated a group than Romney described. But rather than throw out judgments, I wanted to put the data in front of the group so that you can make your own conclusions.
It is also interesting to recall the tax policies that created this situation. The report does not do that, but if you have been around for a while you probably remember how these were promoted.
