I don't think they have a good alternative because dropping out could lose their party the seat. On the other hand if they win and the governor is from their party, they get to hand pick the replacement. I believe Biden's replacement was his chief of staff.

He knows in this economy he'd better have a back-up plan.

Also, his name is on the ballot and he cant get it removed if he wanted too.

Ryan said mentioned this in an interview that even if he didnt want to run, his name was already set to be on the ballot.

As everyone indicated, Ryan isnt the first or last person to ever do this despite being on the national ticket.

But yes, it is normal for members to run ads when they are running for reelection.

Isn't there a lot of precedent for this? Lieberman did it for Senate in 2000 while running with Al Gore, as a starter.

I know that his state allows it. Biden did the same thing in 2008.

Paul Ryan's going to launch tv ads next week to try maintain his seat in the House. At the same time he's running for V.P.
Is this normal? It strikes me as someone who suddenly realizes he needs to cover his bases.
