There's Harmonia in Vienna and lots of dance schools around too.

check the Fairfax Parktakes site too - I feel like I've seen classes offered through the county, but not sure of the age range.

many schools have afterschool programs with this offered. I'm not sure it's at a high level though.

Band, Strings, and Chorus are usually available in school from around 4th-6th grades (this may vary some from school to school)

I don't have time to look right now, but check the FCPS website. I think there are at least two magnet programs with an arts (including performing arts) focus. Maybe Hunters Mill and Bailey's Crossroads?
My youngest had some friends at one of these, and they really liked it.

I know that students in the last grade of elementary school (usually 6th grade but 5th grade in a small number of schools in FCPS) can join band, and the year prior (usually 5th, sometimes 4th) students can join strings.

I was also going to suggest Creative Cauldron. My DD who is in first grade had a wonderful time in their summer camp, but I think they offer workshops for kids year round.

Look at Creative Cauldron in Falls Church, and also Fairfax City Theatre. In the summers, Fairfax County Parks have performing arts camps, as does GMU
