I know of only one case that worked.

single mother (teacher) with before care that ONLY took the kids to two schools

How can I easily determine if school is at capacity or not?

The MCPS website says that you need either a property tax bill if you are a homeowner or a current lease if you are a renter to establish residency. So, if the grandparents put the parents on the property or draw up a lease for the family, it looks like it would be doable.

If the school is not at capasity in MoCo you can ask for a transfer even if the grandparents don't live in the district. My friend did this for her daughter who was being stalked by a boy. The school was on her way to work and not at capasity. Though she risks losing the spot each year.

I know someone who did this and it was discovered that the child didn't infact live with the grandparents by MCPS.

I'm not sure about what all transpired in between but in the end the child got to stay in the school. I believe parents were still able to argue hardship due to transportation issues.

COSA= change of school assigment-- an approved transfer into a different school (for magnet, hardship, etc) (not what OP was asking about)

You need to prove that you live there. I do not see MCPS granting a COSA simply due to grandma & grandpa live in said school cluster.
