Not sure what you are talking about, because the earlier link was discussing unemployment benefits, which are dispensed by state agencies. So the failure to administer it correctly is theirs.

But in the case of the ACA, the IRS' sole authority is to fine those without insurance. They don't actually administer health care. The worst error they could make is to not fine someone who should have been fined.

Regardless of whether you think it's a good idea or not, it's a waste of time to pass a repeal bill 31 times when you know the repeal will go nowhere in the Senate. They might as well outlaw cancer. I'm against cancer too, but I'm not under the illusion that the House of Representatives can do anything to stop it.

It's all political theater. When was the last time the Republicans put up an earnest proposal to help the country? There must be something, but not much comes to mind.

bad bill or not, congress is wasting time with these ceremonial acts to show how against the bill they are. its not that serious. find something else to focus your attention on, like say jobs and the economy and go running to the mics about your inability to pass anything in that department.
