The rental unit has to be livable.
If it is not then there is no duty to live in it.
Like for example a flood, you have to vacate it and are not responsible for any rent and landlord must return your deposit.
Mold and an infestation of roaches/spiders or rats are another legal reason to leave

I think there is probably a clause in your lease that says the landlord is not responsible for acts of God, which would include the freak storm that caused the electricity to go out. And do not self help by not paying rent for the days the electricity is out because I think they could evict you if you did that--again, check the lease. Sorry. My sympathies for your situation though.

Should the owner pay me for the food that I had to toss?

I am reading books and looks like electricity is one of the things that the landlord has to provide, otherwise it is not rentable
