Everybody knows its been in place for the last two years. It's being rolled out in phases. This is not news.

If you really get to know some of the school administration, they will tell you that 2.0 has been in place for some time already! It's just official now, so they can brag about it in the educational circuits and claim some kind of coup with closing the achievement gap with their innovative educational programs.
