For evergreens, Schip or Otto Luyken Laurels are on the cheaper side (usually about $15-20 per shrub for smaller shrubs) but are fast-growers and will look great year-round. Also do well in shade. Knockout roses are also fairly inexpensive an great plants for shade or sun.
